Abstract
Rural domestic sewage is the main source of pollution affecting the quality of rural ecological environment.The rural domestic sewage treatment has gone through the embryonic stage at home,the development stage and the acceleration stage,and now it has entered the normative stage.By analyzing the current situation of relevant national standards,industrial standards,standards of Zhejiang Province and standards of Shanghai City,it was proposed to construct a multi-element and multi-level standard system for rural domestic sewage pollution treatment in Shanghai City.The construction of standard system was designed which included 9 elements such as sector planning,use of quota,design&construction,operation&maintenance,supervision&evaluation,water quality&sludge quality,resource utilization,scientific research&application,and information disclosure.The construction of standard system also included 5 levels such as laws®ulations&rules,national standards&industry standards&local standards,local industrial guidance technical documents,group standards&enterprise standards,statistical reporting&outcome reporting.The standard system needed 16 available documents and it was proposed to formulate 25 new documents.By constructing and improving the standard system of rural domestic sewage treatment in Shanghai City,it provides support for ensuring the availability rate of facilities,the rate of water quality reaching the standard and the standardization of supervision.关键词
