共同富裕背景下就业救助的激励机制完善研究OACHSSCD
A Study of the Improvement of the Incentive Mechanism of Employment Assistance under the Background of Common Prosperity
共同富裕为社会救助制度提供了助人自立的目标指引,社会救助制度中的就业救助亦对共同富裕具有重要推动作用,二者具有较高的契合度.当前就业救助制度中的就业激励机制存在适用对象判定标准不明、缺乏有效的正向就业激励制度以及惩罚性的反向激励制度不够完善等问题,客观上制约了其功能的发挥.救助制度目标的单一性、救助立法的政策化倾向以及对受救助者权责配置的失衡,是问题的主要成因.对此,首先应当明确就业救助制度中劳动能力的判定标准,其次构建收入豁免、渐进退出等正向就…查看全部>>
