共同富裕背景下就业救助的激励机制完善研究
A Study of the Improvement of the Incentive Mechanism of Employment Assistance under the Background of Common Prosperity

Abstract
Common prosperity provides the goal guidance for social assistance system to help people stand on their own,and the employment assistance in the social assistance system also plays an important role in promoting common prosperity.The two have a high degree of consistence.The current employment incentive mechanism in the employment assistance system has problems such as unclear criteria for determining the applicable objects,lack of effective positive employment incentive system,and incomplete reverse punitive incentive system,which objectively restrict its function.The main causes of the problems are the singularity of the goals of the social assistance system,the policy orientation of social assistance legislation,and the imbalance in the allocation of rights and responsibilities for those who receive social assistance.So,firstly,the criteria for determining labor capacity in the employment assistance system should be clarified.Secondly,positive employment incentive systems such as income exemption and gradual withdrawal should be constructed.Finally,the degree of punishment should be appropriately limited and the refinement of punitive incentive system should be further promoted.By encouraging those who are able to work to become independent,it can promote the high-quality development of China's social assistance system and the realization of common prosperity.关键词
