院庭长办案制度的常态化运行对提升审判组织办案质效、缓解基层法院人案矛盾具有重要的理论价值和实践意义.实证研究表明,当前法院院庭长办案虽然已实现"制度化",但院庭长入额比例高且办理的案件以参审案件、简单案件为主,其带来的直接后果是加剧了基层法院的人案矛盾.究其根源,客观方面表现为,院庭长办案制度考核标准有待细化、院庭长分案机制有待完善和缺乏刚性的监督机制;主观方面表现为,院庭长没时间办案、不敢办案和不重视办案.因此,基层法院为缓解人案矛盾,亟须建立…查看全部>>
