A Review and Optimization of the "Three Integration" Reform at the Grassroots Level from the Perspective of Holistic Governance
江苏基层"三整合"改革围绕加强基层党组织建设、优化审批服务和公共服务、组建综合行政执法机构、统筹基层网格、建立综合指挥平台等展开,存在治理理念落后、部门权责边界模糊、沟通协商机制不健全、综合指挥平台效益低、人才管理制度失衡等问题,可以采取培育整体性治理思维、明确权责边界、构建扁平化组织结构、破除部门间藩篱、完善人事管理制度等措施加以解决.
