摘要

Abstract

As a major industry with carbon emissions,the construction industry should meet the strict requirements of carbon emissions to achieve carbon peaking and carbon neutrality goals.The governance of unfinished buildings is not only a necessary condition for the construction industry to reduce carbon emissions,but also a necessary path for the achievement of carbon peaking and carbon neutrality goals.Under carbon peaking and carbon neutrality goals,the governance of unfinished buildings will undergo three changes:the change in the thinking of real estate developersand buyers;the changein the way to achieve carbon peaking and carbon neutrality goals;and the change in the mindset of government agencies.Moreover,it is necessary to adjust the relevant laws and regulations:the adjustment of the pre-sale system to prevent unfinished building incidents;the improvement of the linkage mechanism between the government and the court;the perfection ofthe direct communication between managers and the government;and the flexible application of the pre-restructuring system based on local conditions to achieve post treatment of unfinished buildings.
