The Impact of Regional Economic Development on the Household Income of Employees in the State-owned Forest Areas in Northeast China

Abstract
⑴ Background——The state-owned forest area in Northeast China is the state-owned forest area with the largest and most concentrated natural forest area in China.Due to the imperfect management system of the state-owned forest areas and the excessive exploitation of forest resources,the livelihood problems in the forest areas are prominent. ⑵ Methods——The household income of the employees in the state-owned forest areas in Northeast China was selected as the explained variable and the regional economic development level was selected as the core ex-planatory variable.The exploratory spatial data analysis and spatial econometric model were used to analyze the spatial correlation,cluster characteristics and influencing factors of household income of the employees in the state-owned forest areas in Northeast China from 2017 to 2021. ⑶ Results——First,the household income of the employees in the state-owned forest areas in Northeast China not only shows regional differences,but also spatial differences in geographical location,mainly manifes-ted as"high-high"and"low-low"clusters,among which the"high-high"clusters are mainly the state-owned forest industry enterprises belonging to Jilin Forest Industry Group and Changbaishan Forest Industry Group,and the"low-low"clusters are mainly the state-owned forest industry enterprises belonging to Daxing'anling Forest In-dustry Group and Inner Mongolia Forest Industry Group.Second,there exist obvious differences in the house-hold income of the employees in the state-owned forest areas in Northeast China,and there is an obvious gap in the gross product and foreign trade of each state-owned forest industry enterprise.However,the proportion of the gross product of the tertiary industry in the regions where the state-owned forest industry enterprises are located accounts for more than 50%of the regional gross product,and the industrial structure is more reasonable,which is conducive to economic growth.Third,the development of regional economy promotes the increase of house-hold income of the employees in the state-owned forest areas in Northeast China.If other conditions remain un-changed,the household income of the employees in the state-owned forest areas in Northeast China increases by 29.88%when the foreign trade of each region increases by 1%.It is worth noting that there is a significant nega-tive correlation between foreign investment and household income of the employees in the state-owned forest areas in Northeast China. ⑷ Conclusions and Discussions——Based on the above research conclusions,the following policy rec-ommendations are put forward:First,the policy formulation should be inclined to forest industry enterprises.Guide the flow of capital and talents to the operation areas of the forest industry enterprises through necessary preferential policies.Actively promote the development of digital economy in forest areas,and build e-commerce brands in the state-owned forest areas through the characteristic forest ecological products.Make use of the brand effect to better promote e-commerce to develop the forest industry enterprises,in order to increase the household income of the employees in the forest areas.Second,there are abundant natural forest resources in the state-owned forest areas in Northeast China.The development of the forest carbon sinks projects has great potential to increase the household income of the employees in the forest industry enterprises.Third,taking advantage of the opportunities in the development of the digital economy,local governments and forest industry enterprises should jointly build the industrial clusters of the forest products with local characteristics and brand influence.While at-tracting foreign investment,improve the regional industrial chain and enhance the overall economic benefits in the forest areas.Fourth,increase academic education,professional and technical training and skills training.关键词
