Cai Kang and Coastal Governance of the South China Sea
摘要
Abstract
Cai Kang is a pioneering figure in the history of modern coastal governance in China.In the early 20th century,Dongsha Island Incident happened and the crisis of the South China Sea worsened.After the Qing government recovered Dongsha Island,Cai Kang,the alternate governor of Guangzhou,proposed some valuable development ideas and formulated a series of concrete measures,and presided over various Dongsha development activities,including investment promotion and official promotion.This represented the occurrence of the new coastal governance way of"consolidating sovereignty through development",and provided experience for the future coastal governance.关键词
