幸福河湖内涵梳理及建设成效评估指标体系解析
Interpretation on connotation and construction effectiveness evaluation index system of"Happy Rivers and Lakes"
摘要
Abstract
In order to comprehensively understand the progress of construction of"Happy Rivers and Lakes",and understand the evaluation status of its construction effectiveness in time,this paper proposes that the final goal of"Happy Rivers and Lakes"is to benefit the people by comprehensively sorting out the basic connotation in the new period.Based on"Happy Rivers and Lakes"construction in China,various measures and experience are summarized comprehensively.Based on the Happy Rivers and Lakes Construction Effectiveness Index System(Trial)issued by the Ministry of Water Resources in July 2023,this paper interprets 15 specific indicators under 7 criteria of safety,ecology,livability,wisdom,culture,development,and public satisfaction.It also clearly analyzes the specific assessment indicators,assessment focuses,and calculation methods under each criterion.The evaluation system is comprehensive,applicable,and actionable,which can provide guidance for scientific evaluation of"Happy Rivers and Lakes"construction.关键词
