乡村治理如何有为、有效?
How can rural governance be successful and effective?——analysis and enlightenment of 92 typical cases of rural governance in China
摘要
Abstract
This paper takes 92 typical cases selected and promoted by the Ministry of Agriculture and Rural Affairs as the sub-jectt.The study finds that the main reasons of innovation practice of rural governance are national strategic guidance and local in-novation practices,which meets the needs of system construction,civilization construction,rule of law construction,economic de-velopment to solve the item-by-item problems in development.It analyses these cases from four aspects:improving governance system,perfecting governance system,innovating long-term mechanism,focusing on prominent problems.Conclusion are drawn that rural governance can be led by party building to build rural grid governance model;the formation of the"three gover-nance integration"system can promote the multi-subject participation in rural governance;the long-term development of rural gov-ernance can be promoted through the points system and the inventory system;rural governance reform will be realized by focusing on the main problems in rural areas.The article argues that there are three major patterns to achieve effective rural governance,namely,party construction leading-universal participation pattern,problem oriented-practical demand pattern,comprehensive in-novation-long-term operation pattern,which can help to explore the effective mode of rural governance.关键词
