淮河行蓄洪区农户搬迁与宅基地制度改革协同探究
The exploration of the coordination of farmers'relocation and homestead system reform in Huaihe River flood storage area:take Huangwan Township,Fengyang County as an example

Abstract
In the light of the safety construction of Huai River flood storage area,there are goals consistency and promotion syn-ergy between the implementation of farmers'relocation and the deepening of rural homestead system reform.Based on the investi-gation of Huangwan Township,Fengyang County,which is a pilot county for the rural homestead system reform,this paper ana-lyzes the implementation path and the practical dilemma of the coordinated promotion of farmers'relocation and homestead system reform in Huai flood storage area.Then it puts forward policy suggestions including improving the compensation and incentive policy for the withdrawal of rural homestead,clarifying the subject of collective ownership of homestead,exploring various real-ization forms of homestead qualification right,and the mechanism of"compensation adjustment and competitive price selection"of homestead.关键词
