政务数据产权的界定标准

摘要
Abstract
The definition standard of property rights of government data is the premise of government in-formation resources management,and also the driving force for the high-quality development of digital gov-ernment and the construction of data basic systems.This study systematically reviews the current research on the definitions of government data and the models for defining property rights of government data.Moreo-ver,based on the unique attributes of government data such as the complexity,the dependence,and the di-versification,this study proposes a three-dimensional standard for defining property rights of government da-ta,which includes the interests measures,the type analysis,the participatory approval of the public.关键词
