关于二三产业混合用地政策的实践与思考
Practice and Reflections on the Mixed Land Use Policy for Secondary and Tertiary Industries

Abstract
Mixed land use for secondary and tertiary industries is a land composite utilization that is"priority to industry,complemented to commercial and services development",and can achieve a mixed supply of land for secondary and tertiary industries(except commercial residence).The article summarizes the policy exploration process and land supply characteristics of the development of mixed secondary and tertiary industrial in Guangzhou,analyses and points out the problems and institutional barriers to the development of mixed secondary and tertiary industrial land use in Guangzhou,including the lack of relevant planning and standards,unclear rules on mixed uses and ratios,lack of supply mechanisms,difficult of registeration and management,difficulty of post-supply supervision.The article suggests that the planning formulation,use regulation and control,and registration management of mixed land use for secondary and tertiary industries should be improved on a national level,and suggests that the land use approval,supply management,and post-supply supervision should be strengthened on a local government level.关键词
