复合治理视域下地方公务员能力提升趋向与路径探析
Exploration on the Trend and Path of the Improving Ability of Local Civil Servants from Perspective of Composite Governance Based on the Research on Grounded Theory
摘要
Abstract
This paper adopts the Grounded Theory approach to conduct interviews and research on 48 government units in H Province,conducts multi-perspective analysis on local civil servants,and refines the mechanism and general explanatory framework of civil servant ability transformation in the context of composite governance.The research has found that local civil servants with effective leadership ability,diverse response ability,holistic governance ability,and key skills are better able to achieve maximum efficiency in composite governance.In the composite system,local civil servants need to optimize their leadership ability to maximize the effects of politics,policies,and culture,establish diverse response ability to address the demands of market and civil society entities,enhance overall thinking to promote effective governance of the natural,social,and online environments,and strengthen key skill development to promote effective solutions to various problems in the multi-subject cross-space administrative environment.关键词
