Abstract

The evaluation of scientific and technological talents is an important prerequisite for strengthening the support of Chinese-style modernization construction talents,and also an important means to evaluate the quality and contribution of talents'scientific research achievements.The evaluation of scientific and technological talents should follow the laws of talent growth,aggregation and application,adapt to the requirements of the new development pattern of"dual circulation",promote the formation of strategic synergy of scientific and technological talent resources,and construct an ecological and collaborative scientific and technological talent evaluation mechanism oriented by incentives.At present,there are practical difficulties in the evaluation of scientific and technological talents in China,such as unclear evaluation target orientation,lack of dynamic evaluation system,lack of improvement in talent evaluation methods,insufficient institutional guarantee and policy implementation.It is necessary to actively explore the growth laws of classified scientific and technological talents,build a talent governance system to ensure the implementation of indicator systems,establish a sound dynamic adjustment mechanism for talent evaluation systems,and scientifically distinguish the application scenarios of different indicator systems.To ensure the implementation of the"four-orientation"scientific and technological talent classification and evaluation mechanism path,it is necessary to improve the integrity evaluation system that combines"experts,peers,and third parties",improve the long-term incentive system oriented by"salary,growth,and responsibility",establish a dynamic feedback system of"process-result"cycle,and strengthen the"government,society,market,and industry"multi-subject collaborative supervision system.
