Abstract
Contract-based water-saving management constitutes a crucial measure for advancing the development of the water-saving industry in China.While positive progress has been achieved in contract-based water-saving management,challenges persist,including insufficient intrinsic motivation,constrained market circulation,and an unstable establishment of profit return mechanisms.This paper suggests initiating innovative approaches in contract-based water-saving management by focusing on monitoring significant water users,such as major water-consuming entities.The integration of innovation,industry development,funding,and policy-making is recommended to overcome implementation challenges.Contract-based water-saving management should be leveraged to drive the development of the water-saving industry,ultimately realizing efficient and intensive utilization of water resources for China's high-quality economic and social development and green transformation.关键词
