智慧城市建设对减污降碳协同治理的影响研究OACHSSCDCSTPCD
Research on the Impact of Smart City Construction on Collaborative Governance of Pollution Reduction and Carbon Reduction
协同推进减污降碳是兑现双碳目标承诺和实现经济社会全面绿色转型的必然选择.本文基于2006~2021 年我国210 个地级市的面板数据,利用渐进双重差分模型考察了智慧城市建设对减污降碳协同治理的影响效应及内在机制,并进一步揭示了该效应的异质性表现和空间衰变规律.研究发现:(1)智慧城市建设能够显著推动试点地区减污降碳水平的提升,且其效应总体呈现出动态增强趋势;(2)促进技术创新、推动产业结构调整与降低能源消耗强度是上述影响发挥的 3 条内在机制;(3)智慧城市建设对减污降碳水平的提升效应仅显著存在于东部、大规模、非资源型以及人力、财力和物力优势较强的地区;(4)智慧城市建设可以带动周围地区减污降碳水平的协同提升,表现为在距离试点城市 100 千米的空间范围内,该效应显著且逐渐衰减.研究结论可为我国持续高效推进智慧城市建设与实现减污降碳协同治理提供一定的政策启示.
Collaborative promotion of pollution reduction and carbon reduction is an inevitable choice to fulfill its commitment to the dual carbon goals and achieve comprehensive green transformation of the economy and society.Based on the panel data of 210 prefecture level cities in China from 2006 to 2020,this paper uses the progressive double difference model to investigate the impact and internal mechanism of smart city construction on the collaborative governance of pollution reduction and carbon reduction,and further reveals the heterogeneous performance and spatial decay law of this effect.Research has found that:(1)the construction of smart cities can significantly promote the improvement of pollution reduction and carbon reduction levels in pilot areas,and its over-all effect shows a dynamic strengthening trend.(2)Promoting technological innovation,promoting industrial structure adjustment,and reducing energy consumption intensity are the three internal mechanisms that exert the aforementioned effects.(3)The im-provement effect of smart city construction on pollution reduction and carbon reduction is only significant in the eastern region,large-scale,non resource oriented,and regions with strong advantages in human,financial,and material resources.(4)The construc-tion of smart cities can promote the synergistic improvement of pollution reduction and carbon reduction levels in surrounding areas,manifested in a significant and gradually decreasing effect within a spatial range of 100 kilometers from the pilot city.The research conclusion can provide certain policy insights for China to continue and efficiently promote the construction of smart cities and a-chieve coordinated governance of pollution reduction and carbon reduction.
