Abstract
Water is the source of life,the key to production and the basis of ecology.Grain production is fundamentally in arable land,the lifeblood is in water conservancy.In the context of more people,less land,more water shortage,and the increasing impact of global climate change,ensuring national food security is an eternal task.Our country is an agricultural country,and large and medium-sized irrigation area are not only the main battlefield for water-saving in Chinese agriculture but also the main force for agricultural production.Promoting the control and quota management of the total water consumption in irrigation areas,mainly through"payment based on water usage,"is a necessary path to achieve agricultural water conservation.It is also an important measure to ensure national food security and achieve the modernization of irrigation area management.Based on the achievements and problems found in the process of"charging by party"in Luhun irrigation area,this paper puts forward thoughts and suggestions on the connotation of future modernization in the irrigation area.关键词
