Challenges and Strategies for Consolidating the Achievements of Poverty Alleviation in the Liupanshan Poverty Alleviation Area

Abstract
Consolidating the achievements of poverty alleviation is a basic requirement of the Central Committee of the Communist Party of China to set up a five-year transition period for the initial stage of Rural Revitalization after the comprehensive construction of a moderately prosperous society.The Liupanshan concentrated contiguous area is one of the areas with the most severe natural conditions,the weakest economic foundation,and the deepest relative poverty level among the poverty alleviation areas.In the new era of high-quality development,consolidating the achievements of poverty alleviation faces enormous challenges.The original deeply impoverished counties in Ningxia and Gansu Provinces(regions)are concentrated in this area.Through data analysis,comparative analysis,and typical analysis methods,it is found that issues in consolidating the achievements of poverty alleviation are fragile ecological environment,high risk of returning to poverty,inherent special difficulties persisting for a long time,irrational consumption,large income gap,motivation lacking in farmers,and weak foundation of industrial development.Strategies to address challenges are proposed from the aspects of establishing the concept of green development,guiding the construction of rural civilization,exploring mechanisms for preventing poverty return,constructing mechanisms for increasing industrial income,stimulating endogenous motivation among farmers,identifying multidimensional poverty,and strengthening rural collective economy,so as to achieve the goal of'seeing the whole picture at a glance'and promoting high-quality development in the region.关键词
