Abstract
With the rapid development of the national economy,sudden water pollution incidents occur frequently in China,posing a serious threat to the drinking water safety.This paper analyzes the characteristics and types of sudden water pollution incidents,as well as the responsibilities of river basin management institutions in emergency response processes and the problems in the river basin management.It discussed the necessity and principles of emergency system construction.Meanwhile,the construction of emergency prevention and control system,emergency plan system,emergency guarantee system,emergency management system,and improvement of emergency system for river basin institutions were also analyzed and discussed.关键词
