The Logical Starting Point and Practical Paths of the Integrated Development of the State-owned Forest Areas and Local Areas in Northeast China

Abstract
⑴ Background——In order to solve the crisis of forest resources and the economic difficulties of enterpri-ses,the state-owned forest areas in Northeast China completely stopped commercial logging of natural forests in 2015.It integrates the state-owned forest areas into the overall planning of the local national economic and social development.Since then,the relationship between the state-owned forest areas and the local governments in North-east China began to change. ⑵ Methods——The research data mainly came from the people's livelihood survey of the key state-owned forest areas in Northeast China and the"China Forestry and Grassland Statistical Yearbook(2011-2015)".Using the method of literatures investigation and comparative analysis,this paper first discussed the logical starting point of the integration of the state-owned forest areas and local areas in Northeast China,then compared and analyzed the economic and social development status of the state-owned forest areas in Northeast China and local areas,and finally put forward the practical paths of the integrated development of the state-owned forest areas and local areas. ⑶ Results——The state-owned forest areas in Northeast China and local areas are taking the reform of the state-owned forest areas as an development opportunity,taking high-quality economic development as the core concept,promoting economic integration through industrial projects cooperation and social integration through the improvement of public services,and changing the situation of unbalanced economic development,low industrial correlation and low social and cultural coordination between them.At present,the state-owned forest areas in Northeast China and local areas are in the stage of gradual integration.The ultimate goal is to realize the econom-ic integration of two-way flow of production factors,the social integration of services equalization and cultural di-versity,the spatial integration of rational industrial layout and ecological sharing between the state-owned forest areas and local areas,so as to enhance the overall strength of regional development. ⑷ Conclusions and Discussions——In the past,there were distinct dual structure characteristics be-tween the state-owned forest areas and local areas in Northeast China,which were mainly reflected in four as-pects:unbalanced economic development level,low correlation degree of industrial development,heavy social burden of integration of government and enterprise,and low degree of social and cultural coordination.The re-form of the state-owned forest areas and the implementation of the total ban on logging of natural forests have brought transformation opportunities and development impetus to the state-owned forest areas and local areas.Therefore,to promote the two-way integration between the state-owned forest areas and local areas in Northeast China through economic and industrial cooperation and public services improvement is the fundamental require-ment to achieve high-quality economic development.The following policy suggestions are put forward:First,while ensuring the successful economic transformation in the state-owned forest areas,we should promote the flow of factors and industrial links between the state-owned forest areas and local areas to achieve the integration of e-conomic structures.Second,while eliminating the differences in social structures,we should establish the mecha-nisms of social participation and democratic governance,form a friendly social network of mutual trust between the state-owned forest areas and local areas to achieve the integration of social structures.Third,we should com-ply with the needs of industrial development,ensure the coordination and systematization of spatial planning be-tween the state-owned forest areas and local areas,break through the regional restrictions of the state-owned for-est areas,advocate shared ecological functions,promote the unified planning and sustainable development of the state-owned forest areas and local areas to achieve the integration of spatial structures.关键词
