从重点布局到适度均衡:我国城市群高等教育布局重构的目标与策略研究
From key distribution to moderate equilibrium:a study on the objective and strategy of the restructuring of higher education distribution in urban agglomerations in China

Abstract
At present,higher education in urban agglomerations in our country is entering a new round of historical process of restructuring.In the new development stage,the restructuring of the higher education layout of urban agglomerations in China is faced with new opportunities such as clearer national policy direction and significantly increasing comprehensive strength,competitive-ness and influence of China,but it also faces challenges such as prominent contradictions in the layout of higher education between regions,arduous task of structural reform of higher education under the digital transformation,and urgent improvement in the level of talent independent training.Based on this,China should make clear the characteristics of higher education reconstruction in urban agglomeration.On this basis,the target design should be carried out,insisting on"making the base bigger,making the main body better,and making the top stronger"to realize the strategic transformation from key layout to appropriate and balanced development.Specifically speaking,to accelerate the scientific planning of regional higher education layout reconstruction and support the scientific decision-making of governments at all levels;To adapt to the new trend of population structure and industrial distribution,establish a new pattern of regional higher education distribution;To adapt to the trend of popularization and localization of higher education,appropriately adjust the enrollment rate of higher education;Based on 19 state-level urban agglomerations,we will build new heights of regional higher education at different levels;Strengthen the cultivation of high-level talents,focusing on the cultivation of innovative talents at the doctoral level;To meet the needs of economic and social development,take the initiative to adjust the structure of disciplines.关键词
