湖南省应对2022年极端干旱水资源调度策略及成效分析
Analysis of strategies and effectiveness of water dispatch in Hunan Province in response to extreme drought in 2022

Abstract
In 2022,Hunan Province experienced a rare consecutive drought in summer,autumn,and winter.In the process of resisting extreme drought throughout the province,the Hunan Provincial Department of Water Resources achieved a decisive victory in drought resistance and supply through a series of measures such as innovative mechanisms and scientific allocation of water resources.In order to systematically analyze the important role of water resources scheduling in the process of resisting extreme drought and summarize the practical experience of drought defense,this paper analyzes the water resources scheduling strategies adopted in different drought stages based on the characteristics of drought development,evaluates the effectiveness of drought mitigation,and proposes improvement measures.The results show that the measures of planning ahead to store and preserve water at the end of the flood season,fully tapping all available water resources,fine scheduling of water projects,and scientific control of irrational water use play an irreplaceable role in ensuring the safety of water use for irrigated agriculture,production,daily life and ecology,and that the relevant practices and experiences are of great practical significance.关键词
