政策工具视角下我国2003-2021年人兽共患病防控政策文本研究
Text Research on the Prevention and Control Policy of Zoonosis in China from 2003 to 2021 Under the Perspective of Policy Tools
摘要
Abstract
Objective To understand the focus and overall layout of policies in the field of zoonosis prevention and control in China,analyze the application of policy tools,and provide reference for the introduction and improvement of policies in the field of zoonosis prevention and control in China.Methods Based on the two dimensions of policy tool types and zoonosis research hotspots,a two-dimensional analysis framework was constructed.Using content analysis method,34 zoonosis policy texts and 293 policy tools were analyzed.Results In the X dimension,the environmental policy was the most used,followed by the supply type,and the demand type is the least,accounting for 52.55％,36.19％,and 11.26％,respectively.In the Y dimension,prevention and control strategies accounted for the largest proportion,followed by vaccine development,clinical diagnosis was lower,and pathogens were the least,accounting for 59.73％,23.21％,11.94％,and 5.12％,respectively.In the two-dimensional coupling analysis,the prevention and control strategies account for the highest proportion in the application of supply-based and environmental policy tools,and the overall use of demand-based policy tools was less.Conclusion The distribution of zoonosis prevention and control policies in China is unreasonable in both dimensions.There is an imbalance between the internal and external structures of policy instruments.It is suggested to optimize the structure of policy tools,pay attention to the use of policy tools,improve the two-dimensional coupling degree of policies,and promote the sustainable development in the field of zoonosis prevention and control.关键词
