政策工具视角下我国2003-2021年人兽共患病防控政策文本研究OA
Text Research on the Prevention and Control Policy of Zoonosis in China from 2003 to 2021 Under the Perspective of Policy Tools
目的 了解我国人兽共患病防治领域政策的侧重点和整体布局,分析政策工具的应用情况,为我国人兽共患病防治领域政策的出台和完善提供参考.方法 基于政策工具类型和人兽共患病研究热点两个维度构建二维分析框架,采用内容分析法,对34篇人兽共患病政策文本、293条政策工具进行分析.结果 在X维度中,环境型政策使用最多,供给型次之,需求型最少,分别占52.55%、36.19%、11.26%;在Y维度中,防治策略占比最大,疫苗研制次之,临床诊断较低,致病原最少,分别占59.73%、23.21%、11.94%、5.12%;在二维耦合分析中,防治策略在供给型、环境型政策工具应用中均占比最高,需求型政策工具整体使用较少.结论 我国人兽共患病防控政策在两个维度的分布均不合理;政策工具的内部和外部结构存在失衡的现象.建议优化政策工具的结构,注重政策工具的使用,提高政策的二维耦合程度,促进人兽共患病防控领域的可持续发展.
Objective To understand the focus and overall layout of policies in the field of zoonosis prevention and control in China,analyze the application of policy tools,and provide reference for the introduction and improvement of policies in the field of zoonosis prevention and control in China.Methods Based on the two dimensions of policy tool types and zoonosis research hotspots,a two-dimensional analysis framework was constructed.Using content analysis method,34 zoonosis policy texts and 293 policy tools were analyzed.Results In the X dimension,the environmental policy was the most used,followed by the supply type,and the demand type is the least,accounting for 52.55%,36.19%,and 11.26%,respectively.In the Y dimension,prevention and control strategies accounted for the largest proportion,followed by vaccine development,clinical diagnosis was lower,and pathogens were the least,accounting for 59.73%,23.21%,11.94%,and 5.12%,respectively.In the two-dimensional coupling analysis,the prevention and control strategies account for the highest proportion in the application of supply-based and environmental policy tools,and the overall use of demand-based policy tools was less.Conclusion The distribution of zoonosis prevention and control policies in China is unreasonable in both dimensions.There is an imbalance between the internal and external structures of policy instruments.It is suggested to optimize the structure of policy tools,pay attention to the use of policy tools,improve the two-dimensional coupling degree of policies,and promote the sustainable development in the field of zoonosis prevention and control.
