基于GEP核算的常州市水资源价值研究
Study on Water Resource Value in Changzhou City Based on GEP Accounting

Abstract
Gross ecosystem product(GEP)is an important indicator for testing the construction of ecological civilization.Changzhou City has abundant water resources,and its value plays a crucial role in the ecological civilization construction of the Yangtze River Delta.Based on the GEP accounting model,this paper studies the value of water resources in Changzhou City in 2020,points out the problems in GEP accounting of water resources,and puts forward specific suggestions.The indicator system mainly includes 3 functional categories and 11 primary indicators,among which the functional quantity includes domestic water consumption,industrial water consumption,surface water storage,etc.,and the value quantity mainly has 5 pricing methods,namely market value method,shadow price method,alternative cost method,achievement reference method,and alternative engineering method.After calculation,the total GEP value of water resources is 93.117 billion yuan.The research results indicate that the product service value accounts for 10.72%;the regulated service value accounts for 87.15%,ranking first;the cultural service value accounts for the least proportion in the total value,only 2.13%of the total value.At present,there are some prominent problems in the GEP accounting of water resources,such as large lag,strong subjectivity,low accuracy and comparability.In the future,it is necessary to improve the ecological monitoring big data platform,improve the water resource value accounting framework system,and promote the construction of ecological product value realization mechanisms.关键词
