Abstract
Since the 18th CPC National Congress,the CPC Central Committee and the State Council have placed the construction of ecological civilization in a prominent position,and the connotation of governance content and ability has been richer,which has pointed out the direction for the construction of ecological civilization in ethnic minority areas.In the face of the deep structural contradiction between grassland ecological protection and the increase of herdsmen's income,the governance model of multiple and compound subjects in pastoral areas of Inner Mongolia is a new mode of ecological environment governance with Chinese characteristics,which is promoted by"effective rural governance"to realize"developed production,affluent life and good ecology".In order to build and share the ecological civilization construction mode of multiple subjects under co-governance and sharing.It provides an innovative idea for ecological governance of pastoral areas in China.Based on the governance structure of multiple subjects,this paper discusses the inherent logic of co-governance of multiple subjects,and proposes to construct a rural governance system with multiple governance structure and mutually beneficial cooperation mechanism on the basis of grassland integration.It is essential to ensure the ecological protection of grassland,the high-quality development of animal husbandry and the common prosperity of herdsmen.关键词
