社会智库在政府跨部门协同中的作用机制研究
Research on the Function Mechanism of Social Think Tanks in Government Inter Departmental Coordination

Abstract
[Purpose/significance]Cross sectoral collaboration is an important governance approach for the governments to address the diversity of social risks and the complexity of public affairs.The Embedding of social think tanks ensures the scientificity of collaborative policy-making and helps prevent policy implementation devi-ation.[Method/process]Based on the dimensions of structure and process,this paper explores the dual obstacles faced by cross sectoral collaboration in the government.Taking the China(Hainan)Reform and Development Research Institute as a case study,this paper analyzes the role of social think tanks as guarantors of organizational structure design,promoters of institutional design,and guides of collaborative models in structural collaboration.In the process collaboration,social think tanks also play a role in promoting the formation of policy issues,influ-encing policy-making,assisting policy implementation,and participating in policy evaluation.[Results/conclu-sion]Most social think tanks face difficulties in participating in cross sectoral collaboration due to their non-gov-ernmental status or relatively low influence.Therefore,it is necessary to establish legal form to include them as a statutory participant in cross departmental collaboration,form awareness level identity by cultivating consensus,enhance the external motivation for social think tanks'role,and enhance their internal drive by enhancing in ca-pacity building.关键词
