India's Theory and Practice of Building the Legislation-Affiliated Think Tank and Its Implications

Abstract
[Purpose/significance]The Legislation-Affiliated Think Tank is an innovation of India's devel-opment of think tanks,and its discussion has implications for Chinese think tanks to participate in and serve the legislative affairs of the National People's Congress.Indian parliamentary committees provide key clues for ex-ploring India's Legislation-Affiliated Think Tanks.[Method/process]Based on the functions and procedures of Indian parliamentary committees participating in legislative decision-making under the exclusive authority of the cabinet,and drawing on relevant theories of legislative decision-making,the theoretical logic and practical path of the Indian parliamentary committee's role as a think tank are summarized.[Result/conclusion]The Indian Par-liamentary Committee also functions as a think tank,which is committed to promoting the"double legitimacy"of government decision-making,providing an innovative perspective for the study of the characteristics of"legisla-tion-Affiliated think tanks"and Indian think tanks,and also providing reference and reference for Chinese think tanks to participate in legislation.关键词
