Abstract
The development of gas storage business in the United States and the European Union countries is more mature,with a large storage capacity and a high marketization degree,and some of them have realized independent operation and management.They provide bound & unbound products and develop more detailed products based on the characteristics of gas storage in commercial operation to meet different users'needs.China has gradually started trading gas storage products from underground gas storages,but the existing gas storages have insufficient injection and withdrawal capacity as well as weak social participation.Based on the logical combination of"different storage capacity+different injection and withdrawal rates",combined with the injection and withdrawal priorities of different users and the adjustment of capacity fees,injection and withdrawal fees and other related rates,China's underground gas storage products could considere to set up storage capacity service products,gas storage and borrowing service products,storage reserve products,and natural gas products selling service by gas storage.In order to promote the construction of gas storage and the development of gas storage services,it is recommended to strengthen the strategic positioning of gas storage peak-shaving,adhere to the goal of market-oriented development,design diversified gas storage products to meet users'needs,encourage the expansion of the opening scope of gas storage peaking facilities,and improve the important role of gas storage services for the stable development of China's natural gas industry.关键词
