New Progress and Advantages in Strengthening Responsibility Mechanism for Eco-Environment Protection in the New Era
摘要
Abstract
The responsibility mechanism for eco-environment protection serves the goal of eco-environment protection by designing and establishing various normative rules and institutional mechanisms relating to responsibility that directly address the various elements in the composition of responsibility,such as responsibility goal,responsibility form,responsibility content and responsibility object for specific responsibility entities,as well as the various links in the process of clarifying,fulfilling,evaluating,examining,supervising,determining,rewarding,tracing,or holding accountable for responsibilities,etc.,making it a pivotal component of the eco-civilization system.In the new era,strengthening eco-environmental protection responsibility mechanism has shown new initiatives and progress across various dimensions,including responsibility entities,objectives,forms,accountability examinations,supervisory measures,and responsibility guarantee.It continuously presents and brings into play its own new advantages,namely the advantage of a systematic and comprehensive mechanism,the leadership advantage of the Party,the government leadership advantage,the political advantage of responsibility,the advantage of self-revolution,and the advantage of high-pressure deterrence,which have been further improved and prominently displayed.关键词
