Test on the Effect of Digital Government Construction on Regional Innovation Level
摘要
Abstract
This paper makes an in-depth discussion on the internal mechanism of the impact of digital government construc-tion on regional innovation,and by taking whether to establish provincial integrated online government affairs service platform as a"quasi-natural experiment",uses the DID method and DDD method to identify the net effect and heterogeneity effect of digital government construction on regional innovation level.The results go as below:The digital government construction policy signifi-cantly promotes the improvement of the regional innovation level,including the significant positive effects on regional innovation input and output levels,and this conclusion still holds after a series of robustness tests such as the PSM-DID method.The effect of digital government construction on the improvement of regional innovation level has significant temporal dynamics and spatial het-erogeneity,which is manifested as the policy effect increasing year by year,and the policy effect is better in the southern region than in the northern region,and the region with better institutional environment or higher innovation level than in other regions.The mechanism of digital government construction to improve regional innovation levels lies in reducing institutional transaction costs,optimizing the legal environment,accelerating informational construction and promoting the flow of innovation factors,among which reducing institutional transaction costs is the most important mechanism.关键词
