Abstract
Whether the level of urban-rural residents'pension insurance for retired fishermen is appropriate or not is an important criterion for the design of the system,and it is also a key step for the retired fishermen in the Yangtze River to be able to really"stabilize their livelihood".Taking the retired fishermen in Hubei Province as the research object,the study firstly utilizes the Extended Consumption Expansion Model(ELES)to construct a model of the lower limit of the agreed substitution rate of the urban-rural residence insurance.Then,it measures the consensual substitution rate of the urban-rural residence insurance for the retired fishermen and the actual replacement rate of the urban-rural residence insurance for the retired fishermen in Hubei Province,and compares these two rates.The study finds that the actual replacement rate of the basic pension insurance for retired fishermen is not at an appropriate level.It is necessary to increase the level of pension insurance for retired fishermen in order to ensure that their daily needs and living standards are not affected.Based on the implementation status of pension insurance guarantee for urban-rural residents of retired fishermen in Hubei Province,the author suggests that the pension insurance for retired fishermen should be scientifically designed to moderately improve the level of protection,increase policy promotion efforts and improve the incentive mechanism for participating in insurance to promote the long-term payment and overpayment of retired fishermen.关键词
