The legislative experience of South Korea's marine ranching and its inspiration for China

Abstract
Marine ranching is a new model of marine fisheries production that has received extensive attention from coastal countries.Based on Article 120 of the Constitution,South Korea has enacted the Fish Farming Development Act and the Fishery Resources Management Act,which have clarified the definition of marine ranching,emphasized the management of marine ranching ecosystems,and strengthened the cooperation of multiple subjects,which have played an important role in guaranteeing the sustainable development of aquatic resources.Summarizing South Korea's experience in marine ranching legislation,and taking into account the problems of insufficient ecological value,lack of cooperation among multiple actors,and weak financial and technological support in the management of marine ranching in China,it is recommended to improve the management system in order to give full play to the ecological value of marine ranching,optimize the management mode in order to promote the cooperation among multiple actors in marine ranching,and allocate the policy tools to guarantee the supply of funds and scientific and technological innovation of marine ranching.关键词
