Abstract
Sports social organizations are increasingly becoming an important subject of sports governance,but there are differences in or-ganizational attributes and value orientation between the government and sports social organizations in the process of cooperative gover-nance practice,and the boundaries of authority and responsibility,resource allocation,and regulatory feedback between the subjects still need to be further clarified.Using literature,logical analysis and empirical analysis,it analyzes the background,content,operation mechanism,and cooperation network of the four versions of the Agreement on the Relationship between the Government and Voluntary and Community Organizations(VCOs)in England from 1998 to 2018.The study finds that the historical transmutation process of Eng-land's government-society cooperation framework can be divided into the stages of embryonic construction,reform,transformation and promotion,and the operation mechanism of government-society cooperation governance is found to be the basis for the participation of multiple subjects,the transparency of the agreement process,and the establishment of a sharing mechanism to form the basis for the syn-ergy between the government and the social forces,and puts forward the development suggestions of the government-society cooperation related modes,structures and operations:to open up linkage pathways and to promote the cooperation of government and voluntary and community organizations by means of the compacts.It also puts forward suggestions for the development of the mode,structure and opera-tion of government-society cooperation:to open up linkage pathways and promote the efficiency of service provision;to create a soft and hard constraints governance model and improve the network of government-society cooperative governance;to gather cooperative forces to gather points and surround circles,and to create complementary relationships to realize good governance.关键词
