Spatial equilibrium diagnosis of"water resources-ecological protection-high-quality development"in the Yellow River Basin
为促进黄河流域空间均衡发展,在测算黄河流域9 个省区水资源可承载水平、经济社会发展水平以及生态保护水平的基础上,分析了各省区内部水资源、生态环境和经济社会3 个子系统间的耦合协调发展水平,并分别以水与经济均衡、水与生态均衡、经济与生态均衡为子目标,构建了空间均衡性诊断模型,对黄河流域相邻"省区对"进行了空间均衡性诊断,反向追踪各"省区对"空间不均衡的原因.结果显示:除宁夏、甘肃外,黄河流域其他省区内部3 个子系统间均已达到初级或中级协调发展阶段;黄河流域上游和下游的相邻"省区对"分别通过了均衡性判别;宁夏、甘肃、山西和内蒙古4 个省区严重影响了省区间的均衡性,抑制了黄河流域整体的空间均衡发展.
In order to promote the spatially balanced development of the Yellow River Basin,the coupling coordinated development level of water resources,ecological environment and economic and social system in 9 provinces was analyzed based on the calculation of water resources carrying capacity,economic and social development level and ecological protection level.With water and economic equilibrium,water and ecological equilibrium,and economic and ecological equilibrium as sub-goals,the spatial equilibrium diagnosis model was constructed to distinguish the spatial equilibrium of adjacent"province pairs"in the Yellow River Basin,and the causes of imbalance of each"province pairs"were traced back.The results showed that:except Ningxia and Gansu,the three subsystems in all other provinces of the Yellow River Basin have reached the primary or intermediate stages of coordinated development;the adjacent"province pairs"in the upper and lower reaches of the Yellow River basin have passed the equilibrium discrimination respectively.Ningxia,Gansu,Shanxi and Inner Mongolia have seriously affected the balance of the provinces,and inhibited the overall spatial equilibrium development of the Yellow River Basin.
