Abstract
Based on the background that the development of digital economy and green economy has a profound impact on the transformation and upgrading process of industrial structure,this paper firstly constructs a comprehensive evaluation index system of data element allocation level on the basis of theoretical analysis,and then uses the Dagum Gini coefficient to decompose and calculate the spatial differences and main sources of the allocation level of data factors.Finally,the paper discusses the struc-tural adjustment dividend of environmental regulation and the channel effect of effective allocation of data elements based on the provincial panel data from 2012 to 2019.The results are shown as below:The overall spatial difference of data factor allocation level in China is obvious,and the inter-regional difference is the main source,followed by intra-regional difference.Environmen-tal regulation has an inverted U-shaped influence on the upgrading of industrial structure,and the allocation of data factors also plays a significant promoting role.The results of dynamic marginal effect show that the"adjustment dividend"of industrial struc-ture brought by environmental regulation is gradually weakening during the research period.Optimal allocation of data elements can serve as an effective path for environmental regulation to promote industrial structure upgrading,and the channel effect of data transmission and sharing is the most significant from the perspective of sub-dimension.The moderating effect of network externali-ties of data factor allocation on environmental regulation and industrial structure optimization is different in different regions.关键词
