The Status,Problems,and Dilemmas of High-Quality Urban Development towards Chinese Modernization:Based on the Subjective Perception from Residents Perspective

Abstract
The 20th National Congress of the Communist Party of China issued a solemn call to comprehensively promote the great rejuvenation of the Chinese nation with Chinese-style modernization,and took high-quality development as the primary task of building a modern socialist country in an all-round way.As an important engine in the process and a form of modernization,the city carries the yearning of more than 900 million people for a better life.The people are the fundamental force for Chinese-style modernization.The ultimate goal of high-quality development is to give the people a sense of fulfillment,happiness and security.Therefore,the construction of people's satisfaction of high-quality city has become an important practice field with Chinese-style modernization,the study of people's subjective feelings of high-quality urban development is not only the inevitable requirement for the practice of the concept of"people's city"in the new development stage,but also the essence of promoting the high-quality construction and development of cities. On the premise of scientific understanding of the connotation of high-quality urban development,this paper answers the question of"people's city is for people"by energetically conducting investigations and studies.First of all,from the two dimensions of urban development conditions and results,this paper constructs three first-level indicators,which include congenital conditions,acquired efforts and development results,comprising nine secondary indicators,including city innate endowment,business environment,government governance capacity,human settlements environment,population development,economic development,spatial development,social development and coordinated development.A thorough evaluation system encompassing 34 tertiary indexes,including historical context,market dynamics,and livelihood environment,frames a resident-oriented questionnaire to gauge subjective feelings. Following surveys across more than 200 cities,findings reveal that since the new era,the high-quality development of cities facing Chinese modernization has achieved high resident satisfaction on the whole,in particular,the cultural heritage,the transformation of government functions,inter-city coordination and green development work results are most prominent.But some dimensions have not fully met the needs of residents for a better life,in particular,housing and loan prices are both high,pension pressure,spatial planning imbalance and income problems are the most prominent.At the same time,challenges arise due to temporal disparities between objective development and subjective perceptions,multifaceted regional disparities in residents'sentiments,and inequalities among various resident groups.Future high-quality urban development strategies within Chinese modernization must ensure a harmony between objective urban progress and residents'subjective experiences.Additionally,managing contradictions in the developmental process and fostering a whole-cycle management perspective are vital for comprehensive and equitable urban advancement.关键词
