"一带一路"背景下健全促进对外投资政策和服务体系研究
Research on Improving Policies and Service System for Promoting China's Out-bound Investment in the Context of the Belt and Road Intiative

Abstract
In the context of advancing the"Belt and Road"initiative,enhancing policies and service systems to boost China's overseas investment stands as a pivotal stride toward fostering high-quality global investments and elevating the nation's openness.It mirrors China's commitment to enhancing the socialist system with distinctive Chinese characteristics and modernizing its national governance system and capabilities.Grounded in the spirit of the 19th and 20th Congress of the Communist Party of China,this paper probes the theoretical essence of refining policies and service systems for advancing outbound investment.It compares and contrasts China's strategies with those of developed nations,and deeply examines prevailing challenges and their root causes within the outbound investment policy and service system. Drawing on this groundwork,we construct a research database utilizing text mining and questionnaire surveys,shaping a comprehensive index system evaluating policies and services in outbound investment promotion.Employing Policy Modeling Consistency(PMC),we assess and track China's policy evolution from 2013 to 2022,noting significant adjustments before 2018 followed by relative stability.Introducing Fuzzy Analytic Hiearchy Process(F-AHP),we found that the service system index for promoting outbound investment has shown a steady increase,albeit with room for improvement.Subsequently,using Vector Autoregression(VAR)and two-way fixed effects models,we affirm the positive impact of China's policies and service system on outward foreign direct investment and overseas projects,while observing no significant influence on outbound labor cooperation.Employing spatial lag models and two-way fixed effects models,we demonstrate how China's outbound investment policies and service system effectively foster technological advancements and per capita income growth in host nations. We outline key reform pathways:optimizing policy support systems by integrating institutional structures.establishing preferential policies that align with temporal and spatial considerations,and enhancing policy coordination amidst complex scenarios.Simultaneously,we propose reforming service systems by innovating decision-making mechanisms,leveraging government service integration,focusing on governance reform,and instituting mechanisms for dispute resolution,consular protection,economic cooperation,macro-control,and risk prevention. These measures collectively aim to fortify the policy and service systems,ensuring their adaptability and effectiveness in promoting China's outbound investments and facilitating sustainable growth and mutual benefit between China and host nations.关键词
