Abstract

In recent years,the superposition of factors such as major power games,geopolitical wars,and COVID-19 has led to systematic reconstruction and historical changes in the global industrial and supply chain.In the face of new situations and challenges,the 20th National Congress of the Communist Party of China clearly proposed to focus on improving the resilience and security level of the industrial and supply chain.How to accurately evaluate the security situation of the industrial and supply chain,and better respond to future security threats as well as risk challenges has become a major issue for the national security and development. This study focuses on"industrial and supply chain security assessment and response strategies",and conducts three aspects of research based on data-driven approaches.Firstly,we explore the connotation and influencing factors of industrial and supply chain security,construct an automatic generation model of industrial chain supply chain graph,and characterize industrial chain and supply chain business scenarios with a problem-oriented approach;Secondly,we develop an industrial and supply chain security assessment method to achieve quantifiable industry chain supply chain security assessment results;Thirdly,we explore the key industrial chain security and stability monitoring and response strategies,and design a policy toolbox for shaping the supply chain security environment of industrial chains in China under the new situation. This study finds that a secure industrialand supply chain should be consisted of strong innovation and control capabilities,a stable structure,and it can also maintain the stability of upstream and downstream industrial relationships in the face of changes in the development environment or external shocks,which ensures the normal operation and dynamic balanced development of all links in the industrial and supply chain.On this basis,this study proposes an industrial and supply chain security evaluation system that takes the control power of the industrial and supply chain,the structural safety of the industrial and supply chain,the innovation power of the industrial and supply chain,and the development environment of the industrial and supply chain as the four primary indicators.Multi-source data is used to evaluate the security level of the industrial and supply chain.This tool breaks through the limitations of previous studies which only focus on core enterprises and expands the analysis object to the entire industrial chain.Besides,this study achieved data-driven industrial and supply chain security evaluation.Finally,this study established a dynamic monitoring and automatic extraction system for policy actions based on big data text mining and analysis technology,achieving efficient and automatic collection and sorting of policy action information,which provides a typical action set for reference. The results of this study provide a new perspective for analyzing the security issues of industrial and supply chains,a new method for evaluating the security level of industrial and supply chains,and a new strategy for building a resilient industrial and supply chain network system,helping to ensure the safe and stable operation of domestic industrial and supply chains.
