Abstract
Based on the background of comprehensively deepening reform,the paper discusses the basic logic and direction of the mineral resource management reform in China.The reform of mineral resource management is a complex project,which needs to be promoted systematically.At present,major reforms such as the mineral resource royalty system,the transferring system of mineral property rights,the optimization of the investment environment in the exploration market,the"net mine"transfer system,and the entity equity maintenance of mining rights withdrawing from the ecological protection red line are facing many difficulties.At the same time,the following problems are urgent to be solved:the government-market relationship has not been straightened out,the decisive role of the market in resource allocation has not been fully brought into play,the boundary of the government's rights is unclear,the administrative examination and approval are uncoordinated,and the rights and interests of market entities are insufficient.Therefore,in the process of deepening the reform of mineral resources management,it is necessary to further improve the tax system,optimize the resources allocating mode,take multiple measures to encourage market entities to invest in mineral resources exploration,continuously optimize the business environment,and create a healthy and sustainable market sentiment.关键词
