近十年我国耕地保护政策的回顾与启示
Review and Enlightenment of Cultivated Land Protection Policy in China in Recent Ten Years
摘要
Abstract
The paper reviewed the cultivated land protection policies issued in China from 2012 to 2022,and adopted the method of policy quantitative analysis and content analysis to study from three aspects of cultivated land quantity change,cultivated land quality construction,and eco-protection.The result shows that the cultivated land protection policy in China has been constantly improved and refined in recent ten years,but the policy means were used unevenly;the quantity of cultivated land in China has stabilized and gradually recovered,but there are also problems such as low overall quality of cultivated land,and incomplete eco-construction and management system of cultivated land.When formulating the cultivated land protection policy in the next stage,it is need to make scientific use of legal,administrative,economic,and technical policy means,and give full play to the advantages of each policy means,especially for the problems of cultivated land quality construction and eco-protection,further discuss the use of economic means from the level of economic operation,and guide social forces to participate.At the same time,it is necessary to pay attention to the cultivated land threshold and the demand of different subjects under the high-quality development of social economy involved in cultivated land,establish and improve the policy system,and the feedback mechanism of institutional demanders.关键词
