Abstract
We put forward an integral strategy for food security to meet 4 demands:(1)promote the shift of food consumption from subsistence-oriented one to enjoyment-oriented one;(2)avoid the conflicts among different tasks;(3)expand policy options by making good use of substitutability;(4)make the task goals more reasonable and more precise.The strategy should be based on the conception of great agriculture and all-encompassing approach to food that focuses on China's food and nutrition security.The key point is to establish a hierarchical food security system to ensure a stable supply of agricultural products in accordance with functional differences in different items that focuses on the key categories,strengthening factor support,improving market mechanisms,optimizing import layout,ensuring sufficient,sustained,stable,and efficient supply of important agricultural products.关键词
