摘要
Abstract
In order to solve the problem of rural water pollution,build a beautiful countryside,and create a harmonious living environment,this paper focuses on the policy documents of rural water pollution treatment of the Central government and Hebei Province.Based on the theory of policy tools,with the help of Nvivo11 software,through text coding analysis,the use frequency and distribution structure of regulatory,economic and information tools in the policies issued by the government in recent years are deeply analyzed.It is found that there are some problems in the current text,such as excessive use of regulation policies and unreasonable internal structure of the three types of policies,which hinder the construction of a good water ecological environment in rural areas to a certain extent.Therefore,from the perspective of policy selection,it is proposed that in the battle of clean water protection in Hebei Province,policy tools should be optimized from the three levels which are combination governance,long-term governance and collaborative governance,and policy advantages should be transformed into governance efficiency,so as to effectively improve the rural water environment and build a livable,workable and beautiful countryside.关键词
