Organizational Idling Under Multi-Field Constraints:A Perspective on Explaining the Difficulty of Policy Realization in Collective Economy of Poverty Alleviation Villages

Abstract
The complex environment and actors jointly shape the logic of realizing rural collective e-conomic policies.By constructing an analytical framework of"field constraints-organizational id-ling",the operation process of rural collective economy in Village A of Guangxi is decoded.the study found that,firstly,the policy liquidity of the rural collective economy in the current poverty alleviation areas has not been fully activated,presenting the status of"limited income generation""inefficient risk resolution"and"weak sustainable development".Secondly,the rural collective e-conomy in poverty alleviation areas is constrained by the multiple fields of administration,market,and society,which are constrained by policy rigidity,funds,and resources,forming objective ob-stacles in the process of policy realization.The risk avoidance logic of various entities also has a negative impact on policy realization.Finally,various actors are trapped in the organizational idle dilemma of"busy and inefficient","titular",and"idle"information,resulting in a compound effect that forms an undirected resistance in the process of realizing rural collective economic policies.关键词
