摘要

Abstract

Township personnel structure is the deep foundation of township governance.In the face of the front-line governance scenario of the township,the personnel integration mechanism of"ad-ministrative contract"has the effect of social incentive and team training,which gives the township personnel structure flexibility.The personnel diversion expands the space of incentive and training of township cadres,and maintains the stability and publicity of personnel structure.The reproduc-tion of township personnel structure is embedded in the front-line governance scene,which realizes the unity of incentive,training and governance,so as to meet the practical needs of township gov-ernance.Therefore,the reform of township institutions should be based on the situation of town-ship governance,pay attention to the subjectivity and initiative of township cadres when promoting the innovation of township governance mechanism,optimize the township personnel structure,and stimulate the vitality of township governance.
