The Logic and Path of the Effective Connection Between the Consolida-tion and Expansion of Poverty Alleviation Achievements and Rural Revital-ization in Border Pastoral Areas

Abstract
In order to achieve an effective interface between the consolidation and expansion of poverty eradication and rural revitalization in border pastoral areas,it is necessary to clarify the logical relationship between the two,which is a joint effort and mutually supportive.The study combines the regional reality and development orientation of the border pastoral areas,and builds a logical framework of"articulation concept-articulation object-articulation content".In terms of the articulation concept,it is transformed from the external assistance of multiple subjects to the stimulation of the herds-men their own motivation.In terms of the articulation object,it is expanded from the key population prone to return to poverty to the masses of herdsmen of all ethnic groups.In terms of the articulation content,it is transformed from the short-term mechanism of consolidating and expanding the results of poverty alleviation to the rural revitalization.In terms of the content of the articulation,it has transitioned from the short-term mechanism of consolidating and expanding the re-sults of poverty alleviation to the"twenty-word guideline"of rural revitalization.Based on this logical framework,we could make the transformation of articulation concept and the expansion of articulation object run through the content,and proposals were made to expand the whole industry chain of pastoral area characteristics,establish a center for environmen-tal remediation grids,set up a herdsmen their points system,advance the"integration of the three services"model,and de-velop the collective economy of pastoral areas.The targeted path of the collective economy in pastoral areas is proposed.关键词
