摘要
Abstract
With the development of the fourth industrial revolution,the research and application of intelligent ship technology has brought forth changes in the law system and industrial structure of shipping,and will have a profound influence on the development and management of seafarers in the future.It will give birth to new occupational categories of seafarers,working modes,training modes,regulatory standards,etc.,and will also put forward higher skill requirements for those serving on board.From the perspective of seafarer development and management,this paper conducts an overview on the development of intelligent ships,analyzes its impact on seafarers,and puts forward three suggestions,i.e.,establishing a"lifelong learning"mechanism to guide the occupational upgrading or transformation of seafarers through a four-party coordination between the government,enterprises,colleges and communities,keeping up with the international situation and improving relevant domestic legislation,applying the principle of equivalence in the management of the personnel related to intelligent ships before the promulgation of relevant legislation.关键词
