摘要
Abstract
The Maritime Traffic Safety Law newly amended in 2021 is a basic law in the domain of maritime transport in China.The new Maritime Traffic Safety Law strengthens the management of seafarers,highlights the protection of seafarers'rights and interests,and lays a solid legal foundation for the implementation of the Guiding Opinions on Strengthening the Development of High-quality Seafarers(hereinafter referred to as the Guiding Opinions).The supervision and inspection of seafarers by the maritime administration and the investigation and punishment against illegal practices is a strong guarantee for the implementation of the new Maritime Traffic Safety Law and the Guiding Opinions,and an important driving force for comprehensively promoting the development of high-quality seafarers under the overall framework of the"Outline on Building China's Strength in Transportation".关键词
