Abstract
Since the 18th National Congress of the Communist Party of China(CPC),the new national system of scientific and technological innovation,as an original idea of scientific and technological innovation in the new era,provides an institutional guarantee for achieving breakthroughs in key core technologies and forming an inexhaustible motive force for high-quality development.The new national system of scientific and technological innovation is a comprehensive innovation of the scientific and technological innovation system.It is more in line with the law of scientific and technological innovation in the direction of scientific and technological innovation,resource allocation,organizational structure and operational mechanism,and embodies the organic combination of generative theory,epistemology and methodology.The new national system of scientific and technological innovation has formed the external environment mechanism of the joint action of economic,political and historical environment,the organizational structure mechanism of coordinating the overall situation and coordinating the parties under the leadership of the CPC,and the internal mechanism of dialectical unity of target management,cooperative management and incentive mechanism.The new national system of scientific and technological innovation presents the realization path of"five in one"that include party promotion,government leadership,system guarantee,system construction and team building.关键词
