党的二十大报告提出要在法治轨道上全面建设社会主义现代化国家,强化了法治作为治国理政根本途径的规范功能和社会作用.习近平法治思想将法治价值目标定位于"人民的美好生活",并在具体实践中对中国法治的发展道路、实现方式做了科学提炼,提出要坚定党的领导、围绕"人民"中心,创新性地呈现中国式法治现代化的科学内涵、发展动因与具体路径.因而,习近平法治思想既创新了中国式法治现代化建设的理论,也为其实践推进提供了根本遵循.
