Abstract
Over an extended period,we have prioritized top-down oversight,insufficiently emphasizing bot-tom-up supervision,and failing to establish a comprehensive Full-process supervision system.This has led to persistent issues of corruption among leading cadres,particularly at the highest levels.To address this problem,it is imperative to construct and continuously enhance a Full-process supervision system within the Party.The Full-process supervision system upholds the centralized and unified leadership of the Party Central Committee,emphasizes the supervisory responsibilities of disciplinary committees,and integrates democratic supervision with centralized oversight.It advocates a synergistic approach to both top-down and bottom-up supervision.The immediate imperative is to establish and fortify a robust internal party supervision system,providing clearer spec-ifications regarding supervisory entities,objects,and institutional mechanisms.It is crucial to leverage mutual supervision among party organizations at the same level,enhance bottom-up democratic oversight,actively ad-vance scrutiny of the"top leader"and the leadership team,strengthen mutual oversight among members of the leadership team,and reinforce the leadership of party committees at all levels in supervisory work.Focus should be placed on supervising cadre management,refining supervision of cadre elections and appointments,and over-seeing decision-making by the top leader and the leadership team.To strengthen leadership and management in constructing the internal party Full-process supervision system,it is essential to reinforce the role of party com-mittees at all levels in overseeing this comprehensive endeavor.关键词
